DECONSTRUIRE - RECONSTRUIRE LE MENTAL DU CITOYEN A L’AIDE DE L’OUTIL INFORMATIQUE. PERSPECTIVE POUR UN DEVELOPPEMENT DURABLE DE LA RD. CONGO

Résumé Les effets de Transparence-Traçabilité-Archivage issus du secteur privé atteignent progressivement la totalité du secteur public. Mais ces efforts se butent parfois à d’innombrables difficultés quant à leur intégration dans la gestion de la Res Publica. Il n’est pas simple de transposer des outils du secteur marchand, dominé par des principes économiques, à des administrations soumises à une philosophie de gestion publique. Dans cet article, il sera question de montrer jusqu’à quel niveau, le dispositif informatique peut être un outil intégrateur qui prend en compte les deux politiques, celle de l’administration d’une part et, d’autre part, la logique politique plus qu’économique qui anime le secteur non marchand. D’où la nécessité d’une contextualisation qui tienne compte de la réalité sociale du milieu. Et, pour le cas d’espèce, cette réflexion s’est focalisée sur la République Démocratique du Congo. La contextualisation nécessite un recours aux outils et méthodes importés du secteur privé dont l’efficacité n’est plus à démontrer. En définitive, les outils et/ou méthodes de Transparence-Traçabilité-Archivage peuvent être transférés mieux mutés sans difficultés au sein du secteur public en rendant disponible le service ainsi qu’en améliorant sa qualité. Mais c’est l’usage concret qui en sera fait qui leur donnera leur réelle valeur d’amélioration du social de la population mieux, d’un développement durable. Abstract The effects of Transparency-Traceability-Archiving from the private sector are gradually reaching the entire public sector. But these efforts sometimes come up against innumerable difficulties with regard to their integration into the management of the Res Publica. It is not easy to transpose tools from the commercial sector, dominated by economic principles, to administrations subject to a philosophy of public management. In this article, it will be a question of showing up to what level, the computer system can be an integrating tool which takes into account the two policies, that of the administration on the one hand and, on the other hand, the political logic. more than economic which animates the non-market sector. Hence the need for a contextualization that takes into account the social reality of the environment. And, in this case, this reflection focused on the Democratic Republic of Congo. Contextualization requires the use of tools and methods imported from the private sector, the effectiveness of which no longer needs to be demonstrated. Ultimately, Transparency-Traceability-Archiving tools and/or methods can be transferred better and more easily within the public sector by making the service available and improving its quality. But it is the concrete use that will be made of them that will give them their real value of improving the social welfare of the population better, of sustainable development.
