LA MUTATION DES INSTITUTIONS INTERNATIONALES EN MATIÈRE DE LA SANTÉ : Enjeu de la gouvernance mondiale.

Résumé La coopération internationale sanitaire a d’abord pris la forme d’une collaboration entre les États qui s’est, par la suite, formalisée par la mise en place d’organisations internationales. Toutefois, l’évolution de la santé internationale vers une santé mondiale a considérablement modifié le paysage institutionnel. Ainsi, la multiplication d’acteurs non étatiques, par le financement et leur présence dans des instances de gouvernance, a une influence sur la santé au niveau international. Trois mutations relatives aux institutions internationales en matière de santé sont donc identifiées : l’affranchissement du rôle purement technique des organisations internationales en santé, et en particulier de l’OMS, le développement vers une santé mondiale et l’élargissement de la notion d’institution internationale. However, the evolution of international health towards global health has considerably changed the institutional landscape. Thus, the multiplication of non-state actors, through funding and their presence in governance bodies, has an influence on health at the international level. Three changes relating to international health institutions have therefore been identified: freedom from the purely technical role of international health organizations, and in particular the WHO, development towards global health and the broadening of the notion of international institution.
